Placement Services
The Placement Services program was established to provide responsive and comprehensive placement services to children in need of out-of-home placement. All of the department’s placement activities are conducted within the Placement Services program by Placement Services child welfare workers and staff in coordination with the primary, assigned case carrying child welfare worker.
Placement in the home of an available and willing relative is the first choice for out-of-home placement for every child.
Assessment Center
The Assessment Center (the AC) is a non-residential, child friendly environment that operates 23 hours per day and is staffed and managed by West Coast Children’s Clinic, Inc., a community-based organization under contract to the Alameda County Social Services Agency.
The AC has the capacity to receive and care for up to 10 children of any age from newborn up to 18 years. AC Child Care staff work a flexible schedule, allowing for a 1:3 child ratio.
The purpose of the AC is to:
- Provide a supportive, child-friendly place where children can be looked after safely while more thoughtful placements are researched, including assessment of relative placement options.
- Allow qualified staff to provide timely crisis intervention services to lessen the trauma of removal.
- Initiate basic physical health and psychological screening with appropriate linkages and referrals.
Foster Care Eligibility
The Foster Care Eligibility program is responsible for determining the initial and continuing eligibility of children in out-of-home care for Medi-Cal and financial assistance programs such as Aid to Families with Dependent Children – Foster Care (AFDC-FC). AFDC-FC payments are made to caregivers for the care and support of foster children who are placed in their home.
Foster Care Eligibility operates a Foster Care Information Line, 510-268-2500, Monday through Friday during business hours. Current caregivers and providers may call the information line to receive answers to eligibility related questions regarding a foster child.
